(She built a scythe that could cut tenth dimensional chains covering the gate of hell in hours at most!  and she only had the scraps of the temple and a hammer!  She can build a mini-sub easy.)

(But isn't that a scythe imbued with magical qualities? Forge the blade, attach it to the grip, imbue, and done. A miniature submarine take ten of thousands of different nuts and bolts, tons of metal plating, not to mention all the electronic systems. How long did it take for her to build the robot in the robot wars?)

(who said it needs to be a mundane sub?  and what's harder to make, a submersible vehicle made out of whatever materials they can gather with two goddesses and two halflings to help, or a magic scythe that has the power to cut the chains that bind the gates of hell, using the remains of a Buddhist temple and no help from anyone?)

(A submarine? How comlpex is a scythe compared to a submarine?
A scythe requires 1-2 pounds of metal. A warped wood piece of wood. And then the divine magical seals and properties that need to be imbued into it for it to slice through the chains of hell. Half an hour to put the pieces together, and the rest of the hours to calculate the magical frequencies of the chains on the gates of hell and imbue the right magical frequencies onto the blade so it could cut them.
Now then, a midget submarine. The smallest class of submarines, anything smaller than 150 tons. For example, let's use the X-3 WW2 midget submarine by the British Royal Navy. Recommended crew size is 4 people or less. Requires at least 27 tons of metal. Those 27 tons of metals, no need for refining, needs to be separated and specialized into all the different nuts and bolts used for construction. A submarine being built at full industrial capacity (where every single resource was poured into it) took 9 months. Factoring Skuld's engineering ingeniousness, 4 and a half months.)

(is a sub harder to make than Bampei, Sigl, a giant virus eating machine, bombs, a VR helmet, a magic amplifier, a giant battle Bampei, a rubber band tank, a chainsaw, and a magic tracking device?  remember she only had what was around the temple.)

(It's not harder, it's more complex and requires more time to build. The sheer amount of resources required to build one and the time to put it all together. You get any engineering team, give them the directions and blueprints to something, and they can build a robot in a matter of days.

(I'm sorry, it's just that if we're going the hard sci-fi/fantasy route here [at least that's what I'm getting from paladin], then it really does require that much time.)
