So as I understand it, Shou wins the Janken and Earth is the captial of the New federation of Pirate nations.  My question is, where does that leave the UN and the other governments in this conversation.   Next to nothing?

They actually answer that in OVA5. Earth as a planet is not ready to take part in Galactic Affairs, so they get no say, and will receive no trade of advanced technology (but they do trade agricultural goods.... like carrots). And the pirates aren't allowed contact with Earth... so it's effectively a decentralization of power.  They have a "capital" they can't use. So Shou and Miron each have largely symbolic leadership roles but will be in space more often than on Earth.

...And Shou wins strip janken
